    RULES & REGULATIONS
    The submission of films for selection of programmes within Diorama International Film Festival can be made only in accordance with the provisions set out in the Diorama International Film Festival Rules and Regulations as well as the Pre-Selection Conditions.

    ORGANIZERS
    The Indian Film Institute, New Delhi is the founder and organizer of the Diorama International Film Festival. Diorama International Film Festival is an annual event held at various New Delhi venues. The event is supported by several Government and Film Industry organizations.

    OBJECTIVES
    DIORAMA is an international film festival. Its specific objective is to promote and support development of the cinematic art globally. Its goal is to act as a point of convergence for the Indian and International Cinema industries. The spirit of the Festival is the one of discovery which strives to turn a catalyst for development of the Cinematic art globally, particularly through its market segments, Diorama Film Bazaar, Seminars, Master Classes, Panel Discussions etc.

    Article 1
    The 1st Diorama International Film Festival will take place in New Delhi from 17th to 23rd December 2018.

    Article 2
    The Board of Selectors chooses and invites films to be presented in Diorama International Film Festival's Competitive sections, as well as in several non-competitive ones.

    Submission is open to films produced during the 12 months preceding the starting date of the Festival exclusively for the following programmes:

    - International Competition - Feature Films only
    - International Competition - Short Films only
    - International Competition - Documentary Films only
    - Indian Competition – Indian Feature Films only

    Submissions for films will be accepted only if they fit the profiles of programmes listed above. Other films are by Invitation only.

    Festival screening format is DCP. Other formats only upon request, depending on the theatre.

    Article 3
    Once the film has been selected and the invitation to participate at the Festival is accepted, film cannot be withdrawn from the Festival programme.

    Article 4
    All films must be presented in their original language and, where this language is other than English, DCP or the screening format of the film must be subtitled in English (if not otherwise specified). Subtitling expenses are to be met by the Participant.

    At its discretion, the Festival will be free to electronically project subtitles in Hindi language. The production and presentation of local language electronic subtitles is the responsibility of the Festival.

    Article 5
    All film entries for Competition sections – International Competition for feature films, International Competition for short films, International Competitions for Documentary films and Indian competition for feature films must be submitted to the Festival for selection by November 01, 2018.

    The decision of the Festival with regard to selection/rejection of a film shall be final.

    Article 6
    All submissions must contain the following:
    A duly completed online/offline Entry Form
    Uploaded/couriered screener of the film or Vimeo/YouTube link with password valid till November 10, 2018 or a DVD/Blue Ray (if the film's original language is other than English, the Festival requires receiving on-screen English subtitles).

    Submissions can also be sent by mail, containing a copy of duly completed Entry Form and the screener DVD/Blue Ray (All Region), labelled with the film's title, director's name, and language of subtitles. Submissions must be sent fully pre-paid to the address as indicated on the Entry Form plus specifying the Festival programme that you are applying for. The Festival reserves the right to refuse any shipment entailing additional costs.

    6a. For films selected to be screened at the Festival, these materials must also be sent by email only:

    Photo of the director (soft copy)
    Director’s biography and filmography (word file)
    One or more stills from the film (Jpeg high resolution files)
    Dialogue or spotting list in English (SRT Files by email)
    Film clips / trailer (Links or DVDs or Blue Rays)
    Poster of the film (Jpeg- soft copy) only
    CBFC certification, if available (for Indian films only)

    6b. Additionally, for films selected to be screened in competition programmes:
    Photos of the leading actor/ actress (Jpeg high resolution files only)
    Leading actor/ actress biography and filmography (word files only)
    List of cast and crew members attending the Festival (word files only)
    None of the above listed required materials will be returned.

    Article 7
    The Festival may use all materials cited in Article 6 for promotional purposes and to compile the Festival Catalogue (web and printed copies both). The Festival bears no responsibility for published inaccuracies originating in submitted materials.

    Article 8
    During the Festival, selected films will be available in the digital video library, open exclusively to accredited film professionals and journalists.

    By accepting to be part of the Festival, Participants grant permission for their film to be included in the video library unless other arrangements have been made with the Festival.

    Article 9
    All prints of selected films must arrive in New Delhi by November 30, 2018 and must be made available for the entire festival period, unless otherwise agreed. It is obligatory for the Participant to follow the Festival's shipping instructions (to be sent to film producer, director or another film representative along with the letter of acceptance of the film).

    The Festival will cover one-way shipping costs for all selected films, unless otherwise agreed. The Festival will be responsible for customs clearance in New Delhi, India.

    All prints will be returned within four weeks following the Festival closing date. As far as possible, the Festival will respect the wishes of Participants concerning return shipment of their film. Where print is to be returned to an address different to that of the sender, this must to be clearly noted along with the desired date of arrival at the return address.

    The insurance of film print goes into effect the moment the film is received by DHL or other courier agent in New Delhi. The insurance remains in effect until the film is re-shipped. Unless otherwise arranged, in the event of damage or loss of the screening copy during the Festival, the Festival is only responsible for the cost of producing a new screening copy based on current standard laboratory rates.

    Damage to the film print must be reported to the Festival in writing within one month following the return of the print and prior to the film's next screening. Any claims will be judged by the reported state of the print.

    Article 10
    International Jury for all International Competitive sections will be comprised of prominent representatives of culture, film theory, criticism as well as filmmakers and producers. Three international and one Indian jury will be appointed as under:

    International Competition - Feature Films
    International Competition - Short Films
    International Competition - Documentary Films
    Indian Competition – Indian Feature Films

    The Awards :
    Award at the Festival and the Festival delegates will vote for the Viewers’ Choice Awards in all the above mentioned competitive sections.

    Article 11
    Members of the Competitive sections of the Film Juries may recommend the following Awards:

    Golden Sparrow Best International Feature Film (the Prize is shared equally by the director and the producer)
    Silver Sparrow for Best International Film
    Golden Sparrow for Best Short Film
    Silver Sparrow for Best Short Film

    Golden Sparrow for the Best Documentary Film
    Silver Sparrow for the Best Documentary Film
    Golden Sparrow to Best Actor Male
    Golden Sparrow to Best Actor Female
    Golden Sparrow for Best Indian feature Film
    Silver Sparrow for Best Indian Film
    Golden Sparrow to Best Indian Actor Male
    Golden Sparrow to Best Indian Actor Female
    Golden Sparrow for Best Cinematography, India
    Golden Sparrow for Best Sound, India
    Golden Sparrow for Best Editing, India
    Golden Sparrow for Best Male Playback, India
    Golden Sparrow for Best Female Playback, India
    Critics’ Choice Award to the Best Foreign Film
    Viewers’ Choice Award to the Best Foreign Film

    DIORAMA International Film Festival holds the right to provide additional partner awards.

    Article 12
    Award winners are expected to attend the Festival Closing Ceremony to be held on December 23, 2018. Award winners are obliged to mention the award as announced, nationally as well as internationally, in all publicity and promotional material and attend the ceremony in person and not by representation.

    Article 13
    The invitation sent for each film in Competition sections selected by the Festival must remain strictly confidential between the Festival Management and the Participant until the Festival decides to make an official announcement in this regard.

    Article 14
    Participation in the Diorama International Film Festival implies acceptance of all regulations and pre-selection conditions. The Chairman, Diorama International Film Festival has the power to settle all issue not covered by the present Rules and Regulations.

    Article 15
    The last date for receiving entries is November 1, 2018, 11:59PM IST.

    PRE-SELECTION CONDITIONS
    Article 1
    Films must have been produced after 1st November 2018.

    Films that have neither been presented in television nor in the Internet / VOD

    All Feature Films must exceed 72 minutes in length.

    All Short films must be between 10-30 Minutes in length.

    All Documentary films must be between 15-60 minutes in length.

    Article 2
    The producer of the selected film is obliged to provide the presence of at least one member of the selected film's cast and crew (director, lead actor and actress) at the Festival. The film's director must attend the Festival and present the film. The Festival will cover travel expenses (Economy Class) and accommodation for four nights for the invitee.

    Article 3
    The cast and crew members of the selected film present at the Festival are obliged to promote the film through participating at an official press conference, photo call, introduction prior to the film's screening and interviews with selected Diorama International Film Festival partners as conveyed by the Festival.

    Article 4
    Films that have not been exhibited on the Internet/ VOD are not eligible for submissions

    Films that were not screened on television in the countries outside their country of origin are eligible.
